How do ratings respond to injuries and surgery?

I get the impression that they only increase and don't go down following an injury like a turn rotator-cuff, etc.

They certainly don't go down by themselves... typically the person
wanting to go down has to formally ask for the downrate (aka email the
respective ratings committee) and then that person is viewed playing
and subsequently rerated (or not).

Make sense?
